In our telegram No.624 we said regretfully that there was no hope of financing the HUNG HOM Bay and the Connaught Road Central reclamation schemes from Colonial Development and welfare funds, but that we would discuss alternative methods
of financing with Follows on his arrival and would then telegraph further. I am sending this note instead of a telegram.
We have discussed with Follows and have also made informal enquiries of the Colonial Development Corporation as to whether they would be interested. Reactions were not unhopeful and we think it would be worth your while considering making an application to Colonial Development Corporation. I should say that we are by no means sanguine about the result, but the possibility does seem worth following up.
